NEW DELHI:  The Delhi High Court has again sought responses from the Delhi government, Chief Minister Arvind Kejriwal and Lt Governor Najeeb Jung on a plea against the move to appoint 21 Aam Aadmi Party (AAP) legislators as parliamentary secretaries.

A division bench of Chief Justice G Rohini and Justice Jayant Nath asked them to file their responses by October 7.

On May 20 also, the court had asked for the response by July 1, but none of the parties filed their replies.
The Delhi government's counsel Raman Duggal told the high court that the 21 parliamentary secretaries were not holding offices of profit and that no facilities were given to them.

The Delhi assembly recently passed a bill to allow 21 AAP legislators to continue as parliamentary secretaries, the counsel said.

The court was hearing a public interest litigation (PIL) filed by NGO 'Rashtriya Mukti Morcha' against the Delhi government's move on parliamentary secretaries.

The Railways has now set July 23 as the deadline to clear the massive operational snarl that has afflicted its trains since a fire destroyed the Route Relay Interlocking (RRI) system at Itarsi station near Bhopal in Madhya Pradesh. By Thursday evening, statistics made available to dna by the Railway ministry showed that a total of 1035 trains had been cancelled since the fire hit the RRI system early morning on June 17.

The RRI system is an electronic mechanism comprising points and signals that allows trains to operate in real time and the knocking out of the RRI means trains are being piloted and cleared from Itarsi junction in a manual way- with flags etc- used almost half a century ago, said

#* Dozens killed in Nigerian town as Boko Haram attacks intensify

Suspected Boko Haram insurgents have rounded up and shot dead dozens of people in a raid in a town in northeast Nigeria, military and local sources said, part of a resurgence of attacks in Borno state in the past month.

"Many people were killed," said a military source. The casualty figure "may be very high," he said.

Alhaji Habib Kakero, a former local official in the town of Kukawa near Lake Chad, said the suspected Islamist militants attacked in the early evening and killed many people.

Bashir Ahmed, a member of a local self-defence group, said he had been told by a colleague who fled the attack and then returned to the town that they found 97 bodies, some badly charred because the attackers had set houses ablaze.

There is no immediate official comment from the security forces, or a confirmed death toll.

Boko Haram insurgents have killed thousands of people and left about 1.5 million others displaced in a six-year-old insurgency to create an Islamic caliphate in the northeast of Africa's most populous nation and top oil producer.

At the end of last year the group controlled an area roughly the size of Belgium but they lost huge chunks of territory when the military went on the offensive in the months before of a presidential election in March.

By then, the military said it had taken back all but three out of 20 local government areas previously controlled by the Islamist militants.

Mobile users will be able to retain their numbers across the country with all operators gearing to launch the full Mobile Number Portability (MNP) service on Friday to meet a deadline set by the government.
Airtel, Vodafone, Idea and Reliance Communications, as also state-run MTNL and BSNL, will allow customers to retain their mobile numbers even if they shift base to a new place.

The national MNP service, the earlier deadline for which was May 3 but got extended by two months as operators were not ready, will also facilitate the users to choose the operator of their choice without changing their numbers. Among other private players, Uninor, Sistema Shyam Teleservices and Videocon also said they will roll out the service to meet the July 3 deadline fixed by the government.
In a statement, Airtel said its customers can also enjoy special offers like processing requests to port within Airtel's network within 24 hours and free incoming on roaming until the portability request is processed.

#* Scientists Find Potential New HIV Therapy

NEW YORK:  Scientists have discovered a way to block replication of the most common form of HIV at a key moment when the infection is just starting to develop.

Transmitted through bodily fluids, the HIV-1 virus infects and destroys key immune cells, known as CD4 T cells, that would ordinarily mount a defense against the virus and initiate the antiviral activity of other immune cells.

Scientists have long known that a substance produced by CD4 T cells called Interleukin-21 (IL-21) plays an important role in the immune system by activating immune cells that specialise in killing viruses like HIV-1 and driving the production of antibodies that attack them.

However, it was unclear how IL-21 might affect the early stages of HIV-1 infection that allows the virus to grow and spread unabated soon after a person is exposed.

Researchers from Weill Cornell Medical College, the Ragon Institute of Massachusetts General Hospital, Massachusetts Institute of Technology and Harvard University conducted two studies to uncover this effect.
