#* Somnath Bharti an embarrassment to party, should surrender: Kejriwal
Delhi chief minister Arvind Kejriwal on Wednesday described his former law minister Somnath Bharti as an “embarrassment” to the ruling Aam Aadmi Party (AAP) and said he should surrender in a case of attempt to murder and domestic violence filed by his wife.
The chief minister’s comment was in sharp contrast to some senior AAP leaders’ earlier contention that Delhi Police were showing uncharacteristic haste in trying to arrest Bharti and that he was yet to exhaust all his legal options.
“Somnath shud surrender. Why is he running away? Why is he so scared of gng to jail? Now he is becoming embarasment for party n his family (sic),” Kejriwal said in tweet in the morning.
“He shud cooperate wid police (sic),” the chief minister added in another tweet.Somnath Bharti, a controversial AAP legislator who had a run-in with the law earlier too, has gone into hiding after the Delhi high court on Tuesday rejected his anticipatory bail petition in the case filed by his wife Lipika Mitra.
He had approached the high court after a lower court issued a non-bailable warrant for him. Bharti was named in a First Information Report (FIR) by police under provisions of the Indian Penal Code, including those related to domestic violence and attempted murder.
Police filed the FIR following a June 10 complaint by Mitra, who alleged that Bharti had been abusing her since their marriage in 2010 and also said he beat and tortured her and even tried to kill her once. Mitra further alleged that in March, 2013, Bharti had physically abused her, tried to strangle her and ordered his dog to attack her. She said she had sustained multiple injuries.
Bharti has refuted the allegations against him and said Delhi Police were working at the behest of the Prime Minister's Office to tarnish his image.
On Tuesday evening, the Delhi Police picked up his brother Loknath Bharti and private secretary for questioning and said ten other people are also likely to be arrested for allegedly harbouring the former Delhi law minister.
The 10 people include some AAP workers based in Delhi and Agra in Uttar Pradesh.
Six teams of the southwest Delhi Police were constituted under the supervision of RA Sanjeev, DCP (southwest), to raid places Bharti visits across the city.
The teams raided Bharti’s residence in Malviya Nagar and his offices in Dwarka, but he was not found at either of the two places. Raids continued till late in the night and as many as 15 potential places were searched to arrest him. His mobile phone was also found switched off or out of reach, police said.

The results of the Hackathon — around 24 web and mobile apps — will be shared with Modi when he visits Google headquarters on September 27.
The PM will be staying at the Fairmont San Jose hotel, where he will host meetings on September 26 with Apple CEO Cook and Microsoft CEO Nadella, and the Governor of California Jerry Brown the next day.
The other main events in West Coast include: a lunch hosted by Indian Ambassador Arun Kumar Singh; a visit to the office of Tesla, the clean energy firm; a Q&A Town Hall along with Facebook founder Mark Zuckerberg at Menlo Park; and India-US Startup Konnect, where 30 Indian start-ups will showcase their ideas to Venture Capitalists (VCs).
Official sources told The Indian Express that while the first leg of Modi’s engagements in the US from September 24-26 — the UN General Assembly, bilateral meetings — has been planned by the Ministry of External Affairs, the West Coast schedule has been mapped by the Prime Minister’s Office (PMO).
The visit to the Palo Alto facility of Tesla may turn out to be the other highlight because of Modi’s interest in solar power technology. Tesla CEO Elon Musk has already offered to deploy Powerwall, a rechargeable lithium-ion battery for use in residences, in India. Modi is likely to offer Tesla a role in his Smart Cities project.
Modi will also take part in a round-table discussion on clean technologies and renewable energy at Stanford University, where he will also hear about inventions and ideas for sustainable development. “As an entrepreneur and VC in Silicon Valley, I’ve never seen this level of excitement among my peers. PM Modi has a charisma that is striking the right chord with the most influential and dominant community here, ie, the VCs and entrepreneurs,” Karl Mehta, founder & CEO of EdCast Inc, a knowledge platform company, said.
Mehta’s team in Silicon Valley will be organising the Hackathon. “We will be building rapid prototypes of apps by coding all night towards the PM’s Digital India, Skilled India and Smart Cities vision,” said Mehta, adding that his company plans to skill 500 million people in India through digital learning. He said the Hackathon is part of a “Code for India mission to inspire techies worldwide to volunteer with their tech talent for social impact”.
The discussions at Google may also include the effectiveness of deploying the company’s balloon technology for providing Internet service in rural India. According to the schedule examined by The Indian Express, Modi’s Google visit is slotted to start at 11 am, in between his Facebook session scheduled at 9.30 am, and the public address at the SAP auditorium starting 7 pm.

#* Sushma Swaraj paves the way for Modi with US acknowledging Pakistan-based terror
The Narendra Modi government has hit the ground running in its high-level engagement with the United States which has just started.
The first such Indo-US engagement—the Strategic and Commercial Dialogue in Washington-- has reaped rich dividends from the Indian viewpoint. The US has acknowledged threats posed by such Pakistan-based terror outfits as Lashkar-e-Toiba, Jaish-e-Mohammed, the Haqanni Network and The infamous D-Company of underworld don Dawood Ibrahim, all of which are India-specific. The US-India Joint Declaration on Combating Terrorism has specifically mentioned all the terror outfits responsible for much bloodshed in India and abroad.

This is definitely an achievement and a notable concrete deliverable from the Indian standpoint.
Here are the relevant excerpts from the Joint Declaration on Combating Terrorism after the inaugural India-U.S. Strategic and Commercial Dialogue between External Affairs Minister Sushma Swaraj and Secretary of State John Kerry:
- Reaffirm the commitment of India and the United States to combat terrorism in all its forms, which constitutes a profound threat to global peace and security, and to uphold our common values of democracy, justice, and the rule of law;
- Reiterate the threat posed by entities such as Al-Qa’ida and its affiliates, Lashkar-e-Toiba, Jaish-e-Mohammad, D Company, and the Haqqani Network, and other regional groups that seek to undermine stability in South Asia;
- Call for Pakistan to bring to justice the perpetrators of the 2008 Mumbai attack.
This achievement is greater if one considers the outcome from the US-Pakistan Strategic Dialogue held in Islamabad in January this year. The talks had not made any accusations against India. ( Read the full document here) The joint statement focused largely on Pakistan’s counter-terrorism efforts centred around the Af-Pak region, particularly the the efforts against terror outfits active in the Afghanistan-Pakistan belt.
The biggest takeaway from the maiden US-India Strategic and Commercial Dialogue, therefore, is that Washington looks at Pakistan as a country where jihadists are running amok. In the case of India, it is largely being seen as the one facing the effect of terror groups.
The statement shows that the US has effectively stopped putting India and Pakistan in the same grouping on the terror front. It shows that while the Americans are looking at a major problem in export of the jihadist brand of terror, it looks at India as a part of the solution rather than a problem.
It also hints at America’s growing frustration with Pakistan on the issue of terror and that India is being kept involved by the US as someone who is fighting terrorism, rather than as the go-to guy for making complaints.
The strategic dialogue between Sushma Swaraj and John Kerry sets the stage for Prime Minister Narendra Modi’s much awaited summit with President Obama on 28 September. One can expect Modi to build further on Pakistan’s sins of omission and commission on the terror issue during his summit with Obama.
#* Ahead of US visit, Centre suspends Hurriyat leader Syed Ali Geelani's passport for 4 weeks
The Centre on Tuesday suspended the passport of hardline separatist leader Syed Ali Geelani for four weeks, thus pouring water over the plans of the 85-year-old separatist leader to visit the US to attend a meeting organised by the Organisation of Islamic Countries (OIC) in New York.
"We got an email from the passport office stating that the passport issued to Geelani sahib has been suspended for four weeks. The passport office didn't cite any reason," Ayaz Akbar, spokesman of Hurriyat Conference led by Geelani, told Mail Today.
The meeting of the foreign ministers of Islamic countries is scheduled for September 27 in New York.
Akbar said Geelani had applied for visa with the US embassy and they had given him a green signal. "It seems the government of India got unnerved with the response to the visa application of Geelani sahib and suspended his passport," he said.
Condemning the decision, Akbar said it has become a regular practice by the Indian government to stop the Kashmiri leadership to raise issues relating to people of Kashmir. "This is an attack on the freedom of expression. The government of India doesn't want our leadership to raise awareness among the international community about India's suppressive tactics in Kashmir," he said. "There is no democracy in India. India is an intolerant country," he said.
Geelani had accepted the invite from the OIC to participate in its meeting in New York. The Hurriyat Conference had said that if Geelani was allowed to visit the US, he would try his level best to represent the voices and concerns of the subjugated Kashmiris. "He will influence world leaders to work for the resolution of the longpending Kashmir dispute according to its historical perspective," Hurriyat had said while accepting the invite.
Earlier in July, the Ministry of External Affairs had released travel documents to the separatist leader after he applied for a passport saying his daughter was seriously ill in Saudi Arabia.
While the separatist leader declared himself as an Indian in the passport application form, he later insisted that he did it out of compulsion. "I am not an Indian by birth. It is a compulsion," he said.
Geelani's demand had found support in the ruling Peoples Democratic Party in the state. "I believe that no government can, on humanitarian grounds, deny a father the right to meet his daughter," said PDP leader Mehbooba Mufti.
#* Rajasthan assembly passes bills for Gujjar, EWS reservation
The Rajasthan Assembly on Tuesday passed separate bills providing five % reservation to Gujjars and other communities under Special Backward Classes (SBC) and for 14 % quota to Economically Backward Classes (EBC) of unreserved categories.
The House also passed resolutions requesting the state government to make efforts to get both the bills Rajasthan Special Backward Classes (Reservation of Seats in Educational Institutes in the State and of Appointments and Posts in Services under the State) Bill 2015 and Rajasthan Economically Backward Classes (Reservation of Seats in Educational Institutes in the State and of Appointments and Posts in Services under the State) Bill 2015 - included in the Ninth Schedule of the Constitution.
Five communities namely Banjara/Baldiya/Labana, Gadiya Lohar/Gadoliya, Gujar/Gurjar, Raika/Rebari/Debasi and Gadariya/Gadri/Gayari have been included in the bill for 5 % quota under SBC.
Both the bills will exceed the permissible legal limit of reservation in the state as the reservation under SC, ST and OBC categories will remain unchanged.
Vasundhara Raje-led previous BJP government had in 2008 passed a bill providing 5 % reservation to SBC and 14 % to EBC but it was stayed by the high court. This time the government decided to bring in separate bills for both the categories.
"The state government will also make full efforts to get the bills included in ninth schedule of the Constitution," Home Minister Gulab Chand Kataria said in the House.
He said that in the opinion of the state government, the bills were necessary for "upliftment and advancement" of backward communities and financially weaker sections of unreserved categories.
He said certain backward classes need special treatment so that they can improve their condition and therefore, the state government decided to provide them five % quota under SBC.
A large percentage of the state's population that suffered due to social and educational backwardness for many years has started enjoying the fruits of the reservation policy and has been able to improve its standard, whereas poorest classes of unreserved categories are unable to compete with other affluent classes, he said.
#* Militant killed in encounter with security forces in Pulwama
Security forces shot dead a militant in a brief encounter in Jammu and Kashmir's Pulwama District late on Tuesday.
Three militants opened fire at security personnel who were combing Kawani village, forcing them to retaliate. While one of the militants, identified as an operative of Pakistan-based Lashkar-e-Toiba (LeT), was gunned down, two others managed to escape.
Security personnel recovered two hand grenades from the possession of the deceased. An extensive search operation is being carried out in the area to nab the militants.
#* 2006 Mumbai train blasts: Prosecution not to seek death for all 12 convicts
The prosecution in the Mumbai serial train blasts case on Tuesday said it would not seek death penalty for all the 12 convicts. The defence lawyers, winding up their arguments on the quantum of punishment, pleaded that none of the convicts be given the death because according to the prosecution's own case they were mere foot-soldiers and not the masterminds.
Earlier this month, the judge Yatin Shinde convicted 12 accused while acquitting one. Serial blasts on Mumbai local trains on July 11, 2006, killed at least 188 persons.
Special Public Prosecutor Raja Thakare on Tuesday said that as far as the gravity of the offence was concerned, all the accused stood on the same platform. "If we go by the principle that all conspirators should be treated equally, then everyone should get the death penalty. However, I would not pray for death for all," he said.
Thakare said he would classify the convicts into two categories: those who should get the death penalty and those who should get life imprisonment.
"The punishment in grave and serious offences should reflect the revulsion felt by the great majority of citizens," said Thakare.
"The offence against the state is committed with a view to striking terror and disturb the peace in the community and also to cause breach of public order," he argued.
"There is a foreign hand in the commission of offence and some of the convicts went to Pakistani terror training camps to get training in handling of arms and preparing bombs," Thakare told the court.
The RDX, which was used in the blasts, is capable of causing a mass destruction, prosecutor Thakare noted.
Apart from the 188 deaths, the blasts also caused a loss off Rs 22 crore to the public exchequer, he said. It created a fear psychosis in the minds of the people, especially the commuters of Mumbai suburban trains. This trauma and the shock and agony caused by the blasts could not be calculated, he said.
"It is not a case of a single isolated incident but a systematic planting of seven powerful bombs in a diabolical manner, set with such an extreme precision that they exploded within five minutes (of each other) causing utter chaos and confusion among the helpless and defenceless victims," Thakare argued.
All the accused were settled, well-educated, had occupations and families; none of them claimed that he was induced by monetary temptations to take part in the conspiracy and they all were mature enough to know what was wrong and what was right for the society. But none of them had second thoughts about participating, said the prosecutor.
Earlier, defence lawyer Yug Chaudhry argued that the mastermind of the conspiracy was Lashkar-e-Toiba member Azam Cheema (shown as an absconding accused in the case).
"Cheema was the mastermind while the convicts are the foot-soldiers; even if the convicts had withdrawn, Cheema may have brought some new people to execute his plans," he said.
It was Cheema who gave instructions and exercised complete control and selected people from India and Pakistan for the operation, he said.
"Cheema was the architect of the entire operation, the RDX and finance required to execute the operation was provided by him," Chaudhry argued. The prosecution's argument would continue tomorrow.
#* EU holds emergency summit after forcing through migrant deal
Brussels: European Union leaders will gather for an emergency summit on the migration crisis on Wednesday, a day after ministers forced through a controversial deal to relocate 120,000 refugees in a major blow to unity within the bloc.
Interior ministers briskly voted through the deal Tuesday, under which EU countries must take a share of new arrivals from overstretched frontline states like Greece and Italy.
But in a rare step, it was passed by a majority vote instead of unanimously, with fierce opposition from eastern states.

Hungary, the Czech Republic, Romania and Slovakia all voted against the plan while Finland abstained, straining regional ties as Europe wrestles with its biggest migration crisis since World War II.
Luxembourg's Foreign Minister Jean Asselborn, whose country holds the rotating presidency of the EU, said the plan was forced through despite opposition because it was an "emergency situation".
"If we had not done this, Europe would have been even more divided," he told a press conference.
With the relocation vote out of the way, Wednesday's emergency EU summit will focus on strengthening the bloc's external borders, as well as giving extra funding to Turkey, Jordan, Lebanon and UN agencies.
But there may trouble ahead as Greece will likely face pressure to accept outside help in managing its borders -- renewing sovereignty concerns in Athens just months after it was forced to accept a huge eurozone bailout.
'The emperor is naked'
Europe is under increasing pressure over its handling of a huge influx of hundreds of thousand of migrants this year, many of them fleeing conflict and repression in Syria, Afghanistan and Eritrea.
"We have no choice but to leave," said Abdullah, a 35-year-old father-of-two from war-ravaged Aleppo in Syria who has worked for three years to save up the money to travel to Europe.
The EU's new relocation plans were outlined after pictures of a drowned Syrian refugee toddler lying on a Turkish beach sparked global outrage.
But the proposal has opened fresh rifts in a bloc already reeling from the Greek debt crisis.
Hungary and its eastern partners oppose the plan because they say Brussels has no right to make them take in thousands of people, and to do so amounts to a violation of their national sovereignty.
"Very soon we will find that the emperor is naked. Common sense has lost today!" Czech Interior Minister Milan Chovanec tweeted after the vote.
In Bratislava, Slovakian Prime Minister Robert Fico said he was prepared to break the EU's rules rather than accept the proposal.
"I would rather go to an infringement than to accept this diktat," he said, quoted by Slovakia's leading SME daily.
Ahead of Wednesday's meeting, US President Barack Obama pressed European nations to take their "fair share" of refugees.
The statement, which came after a phone call with German Chancellor Angela Merkel Tuesday, is likely to be seen as a warning to those who opposed the deal.
But his call will be diluted by accusations that Washington itself has not done enough to address the crisis, despite being the leading humanitarian donor to the region.
With millions of Syrians forced into camps across the Middle East, tens of thousands crossing Europe on foot and hundreds washing up dead on beaches, America has promised to take in only 10,000 as refugees next year — a figure dwarfed by the up to one million Syrian refugees Germany is expecting to take in this year alone.
'Hotspots'
The crisis has raised fears the EU's cherished Schengen passport-free zone could collapse as countries close their borders to stem the flow of migrants, many of whom are heading for Germany.
Officials said the relocation deal covered 66,000 refugees who would be moved from Greece and Italy to other EU countries, plus another 54,000 who had previously been earmarked to be relocated from Hungary before it refused to back the plan.
It also involves the creation of "hotspots" — special centres in frontline states for receiving and processing asylum seekers and separating economic migrants from refugees fleeing conflict.
Last week, ministers approved a separate plan dating from May for relocating 40,000 refugees.
Britain, which has exercised its right to opt out of the relocation plan, on Tuesday confirmed the arrival of the first tranche of 20,000 refugees it is taking in from refugee camps in Turkey, Jordan and Lebanon.

White House officials will seek to demonstrate during Chinese President Xi Jinping’s visit that cracking down on theft of commercial secrets and promoting fair trade is in China’s best interests in helping to sustain and grow the world’s second-largest economy.
White House officials previewing Xi’s visit Thursday and Friday say that engagement with China is critical. The officials said they expect robust discussions on cyber, trade and human rights, and they will also look for more ways to improve cooperation to stem global warming and improve global health. The two countries worked together to tackle the Ebola outbreak in West Africa.

Ben Rhodes, a deputy national security adviser, said that cracking down on the theft of intellectual property will be a centerpiece of discussions. He said US businesses are key stakeholders in promoting a strong US-China relationship, and China shouldn’t want to risk that support.
“We are increasingly hearing concerns about activities that the Chinese have been engaged in, so we want to make very clear this puts at risk China’s ability to continue on its growth if businesses don’t have confidence they won’t be subjected to cyber theft,” Rhodes said.
Xi is scheduled to arrive Thursday afternoon and he and President Barack Obama will have a private dinner that night. Officials said they expect the two leaders to use the dinner to have informal discussions about their respective priorities. Rhodes said a private dinner allows the two men to put aside their talking points and get a window into one another’s world views.

On Friday, there will be an arrival ceremony at the White House followed by meetings and a joint news conference. A state dinner honoring the Chinese president will be held at the White House on Friday night.
Officials said the relationship between the US and China is complicated but that it could be argued they are working together on a broader array of issues than ever before. At the same time, they say the two countries face exceptional challenges “and we intend to tackle those issues head on and deal with them in a forthright manner,” said Dan Kritenbrink, senior director for Asian affairs with the White House’s National Security Council.
The officials said the Obama administration will push China to follow international standards, and to embrace a responsibility more commensurate with its size.
“China needs to help sustain the rules that enabled its rise and that will support a stronger and more stable global economy,” said Caroline Atkinson, a deputy national security adviser.

Continuing its slide for the third straight day, Indian rupee depreciated by another 19 paise to trade at 66.07 against the US dollar in early trade today on foreign funds outflows amid a lower opening in the domestic equity market.
Besides, persistent demand for the American currency from importers and banks and dollar’s strength against other currencies overseas on expectations of a US interest rate hike weighed on the rupee, forex dealers said.
The rupee had ended 15 paise lower at 65.88 yesterday on sustained demand for the American currency from banks and importers amid a big fall in domestic equities.
Meanwhile, the benchmark Sensex plunged 265.36 points, or 1.03 per cent, to 25,386.48 in early trade.
