#* Kejriwal's mann ki baat to Delhi: AAP wants to work for you, but 'Modi sir' is stopping us
There is a method to Arvind Kejriwal's madness. For the past few weeks, Kejriwal has been bombarding TV, radio, newspapers and hoardings with his mann ki baat. He has been talking to voters and talking at rivals, making every bit of his Rs 500-crore propaganda-chest count.
Like Prime Minister Narendra Modi, Kejriwal has turned into a leader-cum-preacher; a proponent of public morality, self-anointed instigator of individual courage and, of course, his government's mouth piece.
"I request you to take out an hour every week from your busy schedule for Delhi Police or give Delhi Police to us. Delhi Police should be held accountable,” leader Kejriwal appealed' to the PM on Monday. A day later, preacher Kejriwal encouraged Delhi to give up its cowardice and stand up to criminals and thugs: "It is sad that nobody came to her rescue when a girl was attacked by goons in Anand Parbat. Next time, imagine your own sister or relative in her place. You will automatically find the strength and courage to stand up to criminals."
Within a week Kejriwal covered the entire range of audience. From exhorting the PM to follow raj dharma towards Delhi to asking the aam aadmi to oppose adharma on the streets of Delhi, Kejriwal gave almost everybody a piece of his mind.

"If Modi thought that he would be the last one to modulate his voice for political impact, he has been sadly mistaken. Clearly, the Delhi chief minister is leaving no stone unturned to make maximum impact. After having gained by use of theatrics in politics, Modi now gets a bitter taste of his own medicine," Mukhopadhyay writes in Dailyo.in, arguing how the PM is helping the Delhi CM.
There are many similarities between Kejriwal and the PM. (Mukhopadhyay can't decide if one is Chhota Modi or the other Bara Kejriwal). Like Modi, the Delhi CM is killing three birds with one ad: he is addressing his fan base directly, keeping media from turning too hostile with generous ad-spend and hedging against future failure.
In the first ad, Kejriwal asks the PM to personally look at the functioning of the cops. "Delhi Police par kisi ka control nahi bacha hai. (Nobody has control over Delhi),” he laments, asking Modi to look at the cops personally. In the second, even when he is invoking the inherent bravado of Delhi's aam aadmi, his covert message is that the police isn't capable of protecting, so people will have to stand up for themselves and others.
Clever ploy. Kejriwal knows that law and order, safety of women is an important issue in Delhi. He realises that the Delhi government is handicapped in taking effective measures for sorting out the problem since the police chief doesn't report to him. he knows Delhi can erupt any day.
As the Indian Express points out, the CM knows what the wrath of the electorate can achieve. 'The December 16, 2012 gangrape played no small part in the Congress’s disastrous performance in the Assembly elections the following year. Chief Minister Sheila Dikshit attempted in vain to tell the public that law and order and police were not under the Delhi government. But, says Dikshit, “The people do not necessarily care about such technicalities. For all practical purposes the Delhi Police and I as the CM were one and the same."
But, Kejriwal is not willing to be hanged for the crime of others. So, he has started telling people that the real source of the problem is Modi's inability to find time to tame and discipline the cops, preparing ground for both an explanation and future confrontation.
Though Kejriwal is seen as an anarchist and confrontational, the tone of his ads is conciliatory, even supplicatory, replete with words like "sir, please and request". Clearly, Kejriwal is telling people that from coaxing to cajoling and requesting to pleading he is doing everything possible for them. If the PM isn't willing to listen, he is helpless, like always, a bechara against the cruel system.
The BJP needs to be careful. There is already a lot of anger against the Centre for allowing ''I-am-the-Government" Najeeb Jung to interfere with the government of the people. There will be hell to pay if the Modi government fails to ensure safety and security of Delhi's citizens and there is another Nirbhaya-like incident. Unlike Dikshit, the villain this time would be Jung and Modi.
Ideally, the two governments should have been working together for making Delhi safer and cops more approachable and friendlier. But, Jung, whom the Indian Express on Friday called Lieutenant Emperor for his overreach and interference, and the BJP are pushing themselves into the wrong corner by stressing on status-quo and appearing to be on the side of cops, whom people see with a lot of suspicion and distrust. Through his ad campaign, Kejriwal is making the battle lines clear. The BJP will have to tread cautiously if it doesn't want to be seen on the wrong side in this perennial battle between the good and the evil.
#* IPL spot fixing: Court order on charges against players due today
A Delhi court is set to pronounce its order on Saturday on framing of charges in the Indian Premier League (IPL) spot fixing case involving cricketers S Sreesanth, Ajit Chandila and Ankeet Chavan.
Underworld don Dawood Ibrahim and his aide Chhota Shakeel are also among the 42 accused in the 6000-page chargesheet filed by a special cell of the Delhi Police.
"I get a feeling that my bad time will be over today. I trust the judiciary...Last three years were difficult for me. Cricket is everything for me, I am waiting for the judiciary to grant me justice," Chandila told ANI ahead of the court order.
The three Rajasthan Royals cricketers were arrested in May 2013 for alleged spot fixing in some matches of the sixth edition of IPL.
The players were let off on bail later after the court found there was not enough evidence to charge them under the Maharashtra Control of Organised Crime Act (MCOCA), a special law to tackle organised crime syndicates.
The court had also issued non-bailable warrants against Dawood and Shakeel, Pakistan-based Javed Chutani, Salman alias Master and Ehteysham, who are all considered to be Dawood’s associates.
The police, in its chargesheet, claimed that Dawood and Shakeel, who have been “controlling the fixing and betting market” in cricket in India, were behind IPL spot-fixing.
The matter had come up for hearing in May and the court had reserved its order, asking the counsel for the accused to file written submissions. The court had also remarked that the police investigations into the case showed no prima-facie evidence that match-fixing had actually taken place.
Saturday's Delhi court proceedings come 10 days after a Supreme Court-appointed panel headed by former chief justice RM Lodha, suspended Chennai Super Kings and Rajasthan Royals for two years each for betting.
The panel also banned the two teams owners Gurunath Meiyappan (CSK) and Raj Kundra (RR) for life from cricketing activities in India.

According to the MHA, although the CJP was registered for “educational and economic” purposes, it had received foreign contribution for activities such as “legal aid” that falls under the “social” purpose. This constituted a violation of FCRA rules, said the MHA.
The CJP, which has been fighting cases for victims of the 2002 Gujarat riots, and Sabarang Trust, run by Setalvad and her husband Javed Anand, were issued notices by the MHA about two months ago. According to the MHA, inspection of records and books of accounts of the two NGOs allegedly revealed “irregularities and financial misappropriation”.
In their replies, the two NGOs said they were not guilty of any financial irregularities and that no foreign contribution was misused by any office bearer. The MHA had inspected the accounts of the two NGOs in April following a request from the Gujarat government.
#* Hanging Yakub Memon will be a travesty of justice: Pak ISI may have last laugh
It would be a national tragedy of epic proportions and a significant miscarriage of justice if Yakub Memon hangs for his role in the 1993 Mumbai blasts. Only one final decision by the Maharashtra Governor, on Memon's mercy petition, and a third appeal in the Supreme Court now stand between him and the hangman.
Facts now emerging (or re-emerging) in the public domain show how badly the legal system has failed in Memon's case. A letter written by B Raman, a former intelligence involved in Memon’s return and now published posthumously by Rediff.com, and a 2007 report by journalist Maseeh Rahman about how the Memons led by Yakub returned to India after the bombings, make it amply clear that most of the Memon family may have participated only passively in enabling the bombings.

There is good reason to believe that after the initial anger over the Mumbai communal riots of 1992 evaporated, most of them did not want to stay prisoners of Pakistan's ISI, which helped mastermind the blasts. The Memons who deserve to be hanged are Tiger and Ayub (still in Pakistan as ISI protectees). They were at the core of the conspiracy to bomb several public places in 1993, which left 257 people dead. It is their hands that dripped with blood; Yakub was possibly the gullible brother who got splashed in red when the thundering caravan of public anger passed by him. This is not to say he was blameless, but he certainly was not the man who deserved the maximum punishment for the sufferings of those who died in the 1993 blasts.
Both Raman and Maseeh Rahman are clear (read their full stories here and here) that the Memons who returned in three batches to India in 1994 came back largely voluntarily (barring Yakub, who may have been caught through luck or a negotiated surrender). The families’ return was aided by the Indian CBI. Prima facie this establishes the fact that even if anger and fear may have prompted the Memons to aid (or passively support) the bombings which later led them all to flee to Pakistan, they had hoped that Indian law would treat them with fairness.
Raman and Rahman's writings suggest that Yakub provided crucial evidence to link his brothers' evil deeds with Pakistan, but, surprisingly, neither he nor his family got the benefit of becoming approvers in the case which could have led to lighter sentences for their roles in the blasts.
#* Hillary Clinton runs into rough weather over emails
Washington: Democratic 2016 presidential contender Hillary Clinton ran into a new political storm over the use of a private server for sending official emails with reports suggesting that some emailed material contained classified information.
The inspector general for the intelligence community had informed US Congress that some material emailed from the former secretary of state's private server contained classified information, but it was not identified that way, CNN reported.
The IG reviewed a "limited sampling" of her emails and among those 40 reviewed found that "four contained classified (intelligence community) information", IG Charles McCullough was quoted as saying in a letter to Congress.
The four emails in question "were classified when they were sent and are classified now", spokeswoman Andrea Williams told CNN.
McCullough said that State Department Freedom of Information Act officials told the intelligence community IG that "there are potentially hundreds of classified emails within the approximately 30,000 provided by former Secretary Clinton".
Clinton on Friday criticised what she called "a lot of inaccuracies" in reports about the classified emails.
She added that she had released 500 pages of emails and that "I've said repeatedly that I will answer questions" posed by a Congressional panel.
"But I'm also going to stay focused on the issues, particularly the big issues that really matter to American families," she said.
In the past, Clinton has denied sending classified information from her personal sever.
Meanwhile Justice Department issued a statement correcting earlier reports that a probe into emails from Clinton's server during her time as secretary of state was a criminal investigation.
Instead, a Justice Department official said that the agency had "received a referral related to the potential compromise of classified information".
CNN cited sources as confirming both inspectors general have asked the justice department to open an investigation. But there has not yet been a decision on whether to launch a criminal probe.
Following the new report, several Republican leaders renewed their attacks on Clinton with House Speaker John Boehner calling on her to relinquish her server and questioning her judgment.
"If Secretary Clinton truly has nothing to hide, she can prove it by immediately turning over her server to the proper authorities and allowing them to examine the complete record," he said.
#* Three killed as tremor shakes Abbottabad, Islamabad
ABBOTTABAD/ISLAMABAD - A moderate tremor, measuring 5.1 on the Richter scale, was felt in Islamabad, Rawalpindi, Gujranwala and northern areas of Khyber Pakhtunkhwa early Saturday morning.
According to the US Geological Survey, an earthquake measuring 5.1-magnitude was at a relatively shallow depth of 26 kilometres. Its epicentre was 15 kilometres to the northeast of Islamabad.
However, the Pakistan Meteorological Department had recorded magnitude of the quake at 5.5 on Richter scale and depth at 10 kilometres.
Besides the twin cities, mild tremor jolted Mansehra, Abbottabad, Peshawar, Batgram, Swabi, Kohistan, Malakand, Swat and adjacent areas.
At least three persons, including two women and one child, died when a roof of a house collapsed due to earthquake in Nara village of tehsil Havelian, Abbottabad District. According to reports, several houses also collapsed in many villages of Abbottabad due to the tremor.
#* Australian nurse in court over giving medical assistance to IS
An Australian nurse accused of giving medical assistance to the Islamic State militant group fighting in Syria appeared in a Sydney court on Saturday after surrendering to authorities in Turkey, police and media reports said.
Adam Brookman (39) was arrested after arriving in Sydney overnight.
“The man voluntarily surrendered himself to Turkish officials in Turkey on Tuesday, 21st of July,” a police statement said. His travel back to Australia had been negotiated with Australian government and international agencies, it said.
The police statement did not specify charges but said his arrest was connected with “his alleged involvement in the conflict in Syria”.
Brookman, a father of five, has told Australian media he went to Syria on a humanitarian mission and had been forced to join the militant group after he had been wounded.
He will be moved to Melbourne at the request of an anti-terrorism task force, media reports said. Brookman did not speak as he appeared in the Sydney court via video link on Saturday.
Australia is on high alert for attacks by radicalised Muslims, including home-grown militants returning from fighting in the Middle East. It has raised its threat level to “high” and launched a series of high-profile raids in major cities.
Australian prime minister Tony Abbott has said at least 70 Australians were fighting in Iraq and Syria, backed by about 100 Australia-based “facilitators”.
Abbott has secured a raft of new security powers in recent years, expanding domestic spying capabilities and proposing to strip citizenship from dual nationals accused of committing violent militant acts.
