#* Bihar poll alliance: Nitish Kumar, Lalu Yadav seal deal for panel to decide seats
The JD(U) and RJD will contest the Bihar Assembly elections this year as part of an alliance with a six-member committee, consisting of state leaders, to be set up for identifying the seats for candidates from both parties. The announcement of the alliance, which was decided by the top leadership of both parties and Samajwadi Party chief Mulayam Singh Yadav, was made by SP’s floor leader in Rajya Sabha Ram Gopal Yadav who, ironically, had previously opposed the Janata Parivar unity plan.“Today, it has been decided that the RJD and the JD(U) will contest the Bihar polls in alliance,” Ram Gopal Yadav said, after a two-hour meeting at Mulayam’s residence attended by JD(U) chief Sharad Yadav, Bihar CM Nitish Kumar and RJD chief Lalu Prasad Yadav.“All issues have been sorted out. We are going to fight the elections in Bihar as an alliance,” he added. Asked about the committee, Ram Gopal Yadav said it would have three members each from the JD(U) and the RJD. As for the chief ministership, he said, “There is no dispute… These things will be taken care of later.” Sources said the projection of Nitish as the alliance’s CM face was a foregone conclusion.

#* Delhi govt puts on hold two-finger test on rape victims for now, to review advisory
The Delhi government has put on hold a controversial advisory to hospitals to not completely ban the per vaginal examination, also known as the two-finger test, of victims of sexual assault because of the divided opinion on the procedure. The Aam Aadmi Party (AAP) government also ordered a review of the advisory.“Since there is scope for misinterpretation of the advisory, the chief minister has asked for a review. We would be reviewing the matter in the afternoon today, and if it is required, we will put it on hold for the time being,” said a source in the AAP government. The advisory basically clarifies the government’s stand on the issue in response to an appeal filed to the Central Information Commission (CIC) by an NGO. The NGO, Pratidhi, had filed the request under the Right To Information law with the Delhi health department, and later appealed to the CIC.“Though the clarification is based on the expert opinion of a team of gynaecologists and forensic medicine specialists, we still plan to involve more doctors and experts for the final review,” said the government source.  A complete ban on the test has been sought over the years by several NGOs and civil society on the grounds that the procedure is inhumane and more often than not used to judge whether the rape victim was habitual to sexual intercourse.
